It's all a question of one's interpretation of the meaning of the word 'legend'. For better or for worse, it does seem to be used rather more liberally (and often overly so) these days than it used to be.

To answer your query 'when did a Fleet Player score 2 goals or more in each of three consecutive games?', the last to do this was Nick Hegley, who scored a hat-trick against Farnborough Town in a 5-1 home win on 6/11/99, followed by two at Heybridge Swifts in a 4-2 win on 12/11/99 and a further two at Braintree Town in a 5-2 win on 16/11/99. The latter match, though, was in the Full Members' Cup.
The last person to manage it in league games only was, perhaps unsurprisingly, Steve Portway, with two goals in a 4-1 home win over Wealdstone on 15/2/94, a hat-trick away to Dunstable in another 4-1 win on 19/2/94, and a double in a 2-0 home win over Fareham Town on 22/2/94, in our Southern League Southern Division championship year.
Che Stadhart was the last to manage six goals in three games, in our first season back in the Conference in 2002/2003, but that was comprised of a single goal against Southport (h; lost 3-1; 31/8/02), a hat-trick against Woking (our last in league or major cups) (a; won 3-2; 3/9/02) and a double against Nuneaton Borough (h; won 4-1; 7/9/02).
